Le débat sera enrichi par des témoignages de femmes bénéficiaires des initiatives de l’ONUDI et de l’UpM au Maroc, ainsi que par des exemples de bonnes pratiques mises en œuvre dans le Royaume, dans le cadre du programme de subventions de l’UpM sur l’emploi
La 4e réunion ministérielle de l’UpM sur l’emploi et le travail a eu lieu à Cascais, au Portugal, les 2 et 3 avril 2019, sous le titre « Emplois, compétences et opportunités pour tous ».
La région euro-méditerranéenne possède l’une des populations les plus jeunes du monde, une personne sur trois étant âgée de moins de 25 ans. A cette population fortement touchée par les défis de l’emploi, s’ajoutent les femmes qui ont été durement touchées par la pandémie qui a forcé les fermetures des magasins et des secteurs qui emploient les femmes et des soins non rémunérés.
La Guinée, le Sénégal, la Mauritanie, le Bénin, le Nigeria, le Congo et l’Angola ont été choisis par les sociétés Turk Ilaç et Interglobe IEG, porteuses du projet.L’indépendance pharmaceutique, ce n’est pas encore une réalité en Afrique. En 2020, le continent noir importait plus de 80 % de ses produits pharmaceutiques et consommables médicaux. Récemment, la Covid-19 a montré les risques encourus par l’Afrique.
Turk Ilaç, une grande entreprise turque de production de produits pharmaceutiques et Interglobe IEG, une société américaine active dans la recherche d’opportunités d’investissement en Afrique pour les compagnies étrangères, ont signé un accord en décembre 2021 lors 3e Sommet Turquie-Afrique. L’objectif commun est que les sept usines pharmaceutiques, similaires à celles réalisées avec succès en Turquie, sortent de terre d’ici 2024.
« Le développement de ces unités de production à travers l’Afrique est d’une importance capitale pour le développement durable, non seulement de l’Afrique mais aussi de l’économie mondiale dans son ensemble », a déclaré Mehmet Berat Battal, président de Turk Ilaç.
Les gouvernements des différents Etats concernés adhèrent au projet. À la suite des réunions avec les autorités compétentes, Turk Ilaç affirme avoir reçu de « très bons échos » sur la garantie d’achat et l’attribution d’espaces afin d’encourager la production locale.
Le groupe turc dit réaliser des productions intégrées à faible coût et sans compromis sur la qualité. Il entend maintenant apporter en Afrique son expérience et son savoir-faire pour contribuer à l’émergence d’une industrie pharmaceutique.
Dans ce projet ambitieux, Turk Ilaç devrait bénéficier du soutien des sept pays ciblés, de la Banque africaine d’import-export (Afrexim) et d’autres fonds connexes. Globalement, la stratégie de l’entreprise turque en Afrique s’articule autour de quatre axes : l’investissement dans le secteur pharmaceutique, le transfert de technologies avancées, la promotion de l’emploi des femmes et le développement.
Pour sa part, Interglobe IEG s’était engagée avec le Secrétariat de la Zone de libre-échange continentale africaine (Zlecaf) pour développer l’industrie pharmaceutique locale, créer des emplois, attirer les investissements étrangers et faciliter le transfert de technologie en Afrique.
Bunmi Jinadu, le président exécutif du groupe américain, croit « fermement que soutenir le développement d’une industrie pharmaceutique durable en Afrique est une contribution puissante à la réalisation des Objectifs de Développement Durable ».
Le président sud-africain a soutenu que « les enfants devraient être à l’école, pas au travail » lors de la 5e Conférence mondiale sur l’élimination du travail des enfants organisée à Durban.Selon l’Organisation Internationale du Travail (OIT), plus de 160 millions d’enfants, soit près d’un enfant sur dix dans le monde, sont obligés de travailler. Plus de la moitié d’entre eux ont entre 5 et 11 ans.
En Afrique du Sud, pays accueillant la 5e Conférence mondiale sur l’élimination du travail des enfants, l’âge légal du travail est fixé à 15 ans. Bien qu’il existe des lois qui protègent les enfants, le président Cyril Ramaphosa a invité les citoyens à redoubler de vigilance pour signaler les cas de travail infantile.
« De telles pratiques de travail privent les mômes d’une enfance.
Elles ont un impact sur le développement spirituel, moral et social des enfants et les privent de la possibilité d’explorer, d’apprendre, de se développer et de réaliser leurs potentiels », a expliqué hier dimanche le chef de l’Etat sud-africain.
La 5e Conférence mondiale sur l’élimination du travail des enfants se tient à Durban du 15 au 20 mai 2022. L’objectif est d’éliminer d’ici 2025 le travail des enfants et le travail forcé d’ici 2030 conformément aux Objectifs de Développement Durable (ODD) des Nations Unies.
La décision du Mali de se retirer des instances du G5 Sahel a fait réagir l’Union Européenne.Dimanche 15 mai, le Mali a quitté le G5 Sahel, l’organisation régionale dont il était membre avec la Mauritanie, le Burkina, le Niger et le Tchad. Bamako a justifié cette décision par le refus qui lui est opposé d’accéder à la présidence de l’organisation régionale alors que la règle de la présidence tournante lui en confère le droit depuis février 2022.
Si au sein du G5 Sahel, on semble s’être passé le mot pour ne pas commenter publiquement la décision malienne, tel n’est pas le cas pour l’Union Européenne, l’un des principaux bailleurs de cette institution censée servir de cadre de coopération entre les États membres dans la lutte contre les groupes jihadistes actifs dans plusieurs parties du Sahel.
Par la voix de son haut-représentant, Joseph Borell, l’UE dit prendre note de cette décision. Le haut responsable européen reconnait que la « décision ou non d’un membre du G5 Sahel appartient à chacun des membres souverains », mais regrette cette sortie d’un instrument qui, selon lui « répondait à une reconnaissance par tous ses Etats membres – dont le Mali – de l’absolue nécessité d’une coopération renforcée et à terme d’une intégration régionales, seules à même de relever les multiples défis de la région ».
Selon Joseph Borell, la décision de Bamako de claquer la porte du G5 Sahel, « s’ajoute à d’autres décisions récentes de repli des autorités de transition » et s’inquiète « davantage des conséquences de ce choix sur la sécurité des populations au Mali et dans la sous-région ». L’annonce en juin 2021 par le président français, Emmanuel Macron, de la réarticulation de l’opération Barkhane a été décriée par le Mali comme un « abandon en plein vol ». Depuis, les relations diplomatiques entre Bamako et Paris n’ont cessé de se détériorer.
Le Mali qui s’est rapproché de la Russie aurait fait appel à des mercenaires de la société militaire privée controversée Wagner. De quoi rendre furieux ses partenaires traditionnels. Début mai, le pouvoir à Bamako, dominé par les militaires auteurs de deux putschs entre août 2020 et mai 2021, a dénoncé les accords de défense liant le Mali et France, accusée d’avoir violé les clauses de ces accords organisant l’intervention sur le territoire malien de Serval lancée en 2013 puis Barkhane en 2014 et la Task Force européenne, Takuba créée en 2020.
