CAF : la saison 2020-2021 des clubs débute en novembre

Le Conseil constitutionnel qui tranchera cette question vient d’étoffer son effectif. Ces trois nouveaux membres remplacent Mmes Koffi Affoué Geneviève, épouse Kouamé, magistrat hors hiérarchie, Loma Cissé épouse Mato, magistrat hors hiérarchie, et Me Assi Emmanuel, avocat, tous en fin de mandat. 

Titulaire d’un doctorat en droit, Mme Assata Koné Silué est enseignant-chercheur à l’université Félix Houphouët-Boigny. Quant à Mme Kouamé Zalo, elle est magistrate de carrière et totalise 22 ans d’expériences, tandis que M. Mamadou Samassi, avocat de profession, totalise 32 ans de barre. 

Dr Assata, elle a été membre du Comité d’experts chargé de l’élaboration de l’avant-projet de la Constitution du 8 novembre 2016. Assurément, pourrait-elle donner la teneur de l’esprit et de la lettre de la Constitution de 2016 qui suscite des débats autour de la limitation du mandat présidentiel.

Covid-19 : La ville d’Adzopé participe à la lutte contre la pandémie

Selon M. Amonkou, le conseil municipal d’Adzopé a mis en place un comité de crise. Ce comité a organisé des campagnes de sensibilisation de masse dans les lieux publics, en vue de contenir la propagation du virus.

Par ailleurs, sur le plan sanitaire, le comité de crise a procédé à la distribution de kits de protection. Il s’agit notamment de cache-nez, de gels hydro-alcooliques et de dispositifs de lavage de mains. Ces dons ont été attribués aux services administratifs et dans les lieux publics. Il a également initié des opérations de désinfection des lieux publics, ainsi que des lieux de culte et du marché central.

Cependant, le maire d’Adzopé a déclaré que de nombreux opérateurs économiques ont été durablement impactés par les effets de la covid-9. Il a remercié le gouvernement pour son appui en vivres et non vivres. Ainsi, que pour sa bonne gestion de la pandémie.

À ce jour, la commune d’Adzopé a enregistré quatre cas positifs. À en croire le maire, ces derniers ont tous été guéris. De plus, il a exhorté les populations à continuer de respecter les gestes barrières.

Mali: « Les religieux sont devenus incontournables » (analyste)

Le jeune chercheur malien, Baba Dakono, Secrétaire exécutif de l’Observatoire Citoyen sur la Gouvernance et la Sécurité analyse pour Apa News la situation au Mali, deux semaines après la chute du président Ibrahim Boubacar Keita.Pres de deux semaines après avoir pris le pouvoir, les colonels du Comité National pour le Salut du Peuple (CNSP) n’ont toujours pas désigné les organes censés diriger la transition vers un retour à un ordre constitutionnel normal au Mali. Pourquoi?

Plusieurs raisons pourraient expliquer cette situation. D’abord, il convient de rappeler que les évènements du 18 août qui ont abouti plus tard à la démission du président Ibrahim Boubacar Keita ainsi que celle du gouvernement et la dissolution de l’Assemblée nationale ont créé une situation particulière et non prévue par la constitution du pays. Ces événements sont également intervenus dans un contexte de tensions sociopolitiques qui perduraient depuis des mois dans un environnement malien caractérisé par de multiples fractures et une méfiance entre les divers acteurs (État, politiques et citoyens). Dans un tel contexte, à moins d’assumer un coup de force et d’imposer un pouvoir militaire, il fallait s’attendre à des tiraillements dans la gestion du lendemain de cette rupture dans l’ordre constitutionnel. Ensuite, il y a les pressions de la communauté internationale, au premier plan la Communauté économique des États d’Afrique de l’Ouest (CEDEAO) qui joue un rôle important dans la gestion de la crise malienne et qui ne partage pas la position des militaires sur la gestion de la transition. Enfin, la question de l’inclusivisité de la gestion de la transition divisent les acteurs. D’une part, les responsables du Mouvement du 5 juin-Rassemblement des Forces Patriotiques (M5 RFP), principal mouvement de contestation rassemblant des politiques, des religieux, des syndicats, estiment avoir plus de légitimité dans le cadre de la transition. Cette position conduit à un certain tiraillement entre ceux qui se considèrent comme forces du changement, ceux qui sont restés indifférents à la contestation et ceux qui étaient avec le président Ibrahim Boubacar Keita dit IBK avant les événements du 18 août. Les militaires sont ainsi pris dans cet étau de positionnement sans pouvoir trancher. D’autre part, la  question même du rôle que devrait jouer les militaires dans la transition divise les Maliens. Pour une bonne partie de l’opinion, il faut un militaire à la tête de la transition alors qu’une autre partie estime que cette place doit échoir à un civil. Ces quelques éléments, sans être exhaustifs, pourraient expliquer le statu quo sur cette question. 

La situation dans laquelle se trouve le Mali peut-elle affecter la lutte contre les groupes jihadistes actifs dans le nord et le centre pays? Peut-elle avoir un effet sur la présence militaire étrangère, notamment française au Mali?

Pour le moment, cette question semble être d’ailleurs la mieux gérée. Premièrement, à la différence de 2012, quand l’éclatement d’une énième rébellion touareg avait provoqué le coup d’Etat du capitaine Amadou Sanogo, cette fois-ci, il n’y a pas eu de rupture dans la chaîne de commandement au plan interne. Même si des responsables militaires ont été arrêtés, le dispositif de commandement n’a pas été, jusque-là, touché. Les opérations sur le terrain continuent y compris celles qui se poursuivent conjointement dans le cadre de la coopération régionale et internationale. Deuxièmement, les déclarations officielles françaises laissent comprendre qu’il n’y a eu pas de rupture dans la coopération militaire à ce niveau également. D’ailleurs, les autorités françaises ont annoncé dans les jours qui ont suivi les événements du 18 août des succès dans certaines opérations militaires menées au Mali, notamment la « neutralisation » d’un important chef terroriste. A ce stade, le seul élément d’inquiétude pourrait porter sur le rôle des Américains qui apportent un soutien logistique important à l’opération miliaire française Barkhane. 

Les religieux ont été très actifs dans la contestation populaire qui a débouché sur la chute du président Ibrahim Boubacar Keita. Est-ce à dire qu’il sont désormais décidés à investir le champ politique?

Dans tous les cas, ils sont devenus des acteurs incontournables de la vie publique malienne. S’agissant de l’environnement politique, il est caractérisé par une méfiance des citoyens à l’égard des acteurs qui l’animent. Si cette rupture de confiance n’est pas réglée, il sera difficile qu’un acteur puisse échapper au discrédit qui frappe la classe politique et ce, quelles que soient l’histoire et la trajectoire des acteurs. L’investissement de la scène politique par de nouveaux acteurs pourrait être une bonne ou mauvaise perspective suivant le rétablissement ou pas de la confiance des citoyens en la chose politique.

Et ce, avec le travail qu’effectuent les agents techniques de la SOTRA pour marquer les points de stationnement des bus. Aussi, ces derniers devront aménager le terminus carrefour de Moossou.

Cependant, il faudrait noter que le trajet Abidjan-Bassam concernera deux lignes. Tel que Treichville – Modeste – Cité les Rosiers – carrefour Bon-Berger – Lycée Moderne – Rond-point – Boulevard Alassane Ouattara – carrefour Moossou, pour la ligne 1.

« Le gouvernement répondra favorablement à leurs demandes lorsque les circonstances actuelles sur le terrain lui permettront de leur restituer leurs terres », indique le communiqué conjoint.

Il a ajouté que pour permettre aux anciens propriétaires agricoles intéressés de reprendre possession des parcelles de terres, le gouvernement « révoquerait les lettres d’offre des agriculteurs réinstallés occupant actuellement ces parcelles de terre et leur offrirait des terres alternatives ailleurs ».

« Là où la situation actuelle sur le terrain rend impossible la restitution des terres de cette catégorie à ses anciens propriétaires, le gouvernement offrira aux anciens propriétaires agricoles des terres alternatives ailleurs là où ces terres sont disponibles », ont déclaré les ministres.

Cette dernière décision est considérée comme une capitulation des autorités de Harare qui ont insisté pendant des années sur le fait que leur programme controversé d’accaparement des terres, qui a été lancé en 2000 et vu plus de 4.500 fermiers blancs perdre leurs terres, était irréversible.

Il est également considéré comme une tentative du gouvernement zimbabwéen de contourner le paiement d’une compensation aux fermiers blancs pour les améliorations qui avaient été apportées aux propriétés avant qu’elles ne leur soient enlevées.

Cette décision intervient moins d’une semaine après que le président Emmerson Mnangagwa a signé un accord avec les représentants des agriculteurs pour payer 3,5 milliards de dollars américains aux producteurs pour les infrastructures dans les fermes et non pour la terre elle-même.
