Au niveau central à travers la révision des missions, fonctions et de l’organisation de l’administration centrale et au niveau territorial à travers la création de groupements sanitaires territoriaux, qui seront chargés principalement de l’élaboration et de l’exécution du programme national régional et du renforcement des mécanismes de coopération et de partenariat entre les secteurs public et privé.
Le deuxième pilier de ce projet de loi-cadre consiste en la valorisation des ressources humaines, notamment à travers l’élaboration de la loi sur la fonction publique sanitaire, en vue de motiver le capital humain dans le secteur public, réduire le manque actuel en ressources humaines, réformer le système de formation, outre l’ouverture sur les compétences médicales étrangères et l’encouragement des cadres médicaux marocains résidant à l’étranger à retourner exercer dans leur pays.
Le Troisième pilier porte sur la mise à niveau de l’offre sanitaire en vue de répondre aux attentes des Marocains en matière de facilitation de l’accès aux services médicaux, l’amélioration de leur qualité et la répartition équitable des services hospitaliers à travers le territoire national, via la réhabilitation des structures sanitaires primaires, la mise à niveau des hôpitaux, l’instauration de l’obligation de respect du parcours de soins, en plus de la création d’un système d’homologation des établissements de santé.
Le quatrième pilier a trait à la digitalisation du système de santé, à travers la mise en place d’un système informatique intégré pour le regroupement, le traitement et l’exploitation des principales informations ayant trait au système de santé.
Par la suite, le ministre délégué chargé de l’Investissement, de la Convergence et de l’Evaluation des Politiques publiques a présenté un exposé sur le projet de la loi-cadre formant Charte de l’Investissement dans lequel il a souligné que ce projet vise à doter le Maroc d’une Charte de l’Investissement compétitive.
Ce projet a pour objectif d’améliorer l’impact de l’investissement, notamment en matière de création d’opportunités d’emploi permanent et de réduction des disparités entre les provinces et préfectures en termes d’attractivité des investissements.
Il tend aussi à orienter l’investissement vers des secteurs productifs à forte valeur ajoutée, à réaliser le développement durable, outre le renforcement de l’attractivité du Royaume à même d’en faire un pôle continental et international dans le domaine des investissements directs étrangers (IDE), l’amélioration du climat des affaires, la facilitation de l’opération d’investir et l’augmentation de la contribution de l’investissement privé national et étranger.
Afin d’atteindre ces objectifs, il a été mis en place un dispositif de soutien dédié aux projets stratégiques et de trois dispositifs de soutien spécifique à la promotion des petites et moyennes entreprises (PME) et des entreprises marocaines qui envisagent développer leurs capacités à l’international.
Le ministre a affirmé que le gouvernement a adopté également une série de mesures parallèles pour accélérer les chantiers relatifs à la simplification et la digitalisation des procédures, à la facilitation de l’accès au foncier, à l’amélioration de la gouvernance et au renforcement de l’implication des secteurs privé et bancaire dans le domaine de l’investissement.
Le Conseil des ministres a adopté ces deux projets : Le projet de loi-cadre relatif au système national sanitaire et le projet de loi-cadre portant Charte de l’investissement.
Le Conseil a également adopté successivement un projet de loi et deux projets de décret. Il s’agit du projet de loi relatif aux armes à feu, leurs pièces, éléments, accessoires et munitions. Ce texte vise à moderniser et améliorer l’arsenal juridique relatif aux armes à feu à usage civil, pour qu’il accompagne les mutations sociales et technologiques, et ce à travers la mise en place d’un registre national électronique des armes à feu, et l’organisation et le contrôle des opérations de vente et de possession des différentes armes à feu. Le texte prévoit aussi des dispositions encadrant les opérations d’introduction et de sortie de ces armes du territoire national.
Le projet de décret relatif au contrôle de l’exportation et de l’importation des biens à double usage, civil et militaire, et des services qui leur sont liés. Ce texte détermine les représentants de l’Administration au sein de la Commission spéciale de ces biens et les modalités d’octroi, de modification, de suspension et de retrait des licences de leur exportation et importation, ainsi que les conditions et les modalités de désignation des agents habilités à identifier les infractions des dispositions de la loi relative à ces biens.
Le projet de décret complétant le décret relatif à la situation des attachés militaires, de leurs adjoints et des autres personnels militaires affectés auprès d’eux. Ce texte vise à créer le poste d’Attaché militaire auprès des ambassades du Royaume en Inde et en Turquie.
Dans le cadre du renforcement des réseaux de coopération et de partenariat liant le Maroc à nombre de pays frères et amis et la diversification de leurs domaines, le Conseil des ministres a approuvé seize conventions internationales, dont neuf bilatérales et sept multilatérales.
Les conventions bilatérales concernent l’espace africain dans les domaines du transport, de la logistique, de l’encouragement et de la protection des investissements, l’espace du Golfe et du Moyen-Orient dans les domaines de la coopération économique, commerciale, touristique et des affaires, l’espace européen dans les domaines de l’enseignement et des travailleurs marocains à l’étranger, ainsi que l’espace asiatique dans le secteur des services aériens.
S’agissant des conventions internationales, trois d’entre-elles portent sur la création du siège de l’Union panafricaine de la jeunesse au Maroc, la reconnaissance des diplômes de l’enseignement supérieurs et leurs niveaux dans les pays africains et la création d’un Programme africain de coopération technique.
Les conventions restantes concernent l’adhésion à la convention du Conseil de l’Europe sur la manipulation des compétitions sportives, la création de la Fondation internationale des aides à la navigation maritime, le paiement de la pension alimentaire (nafaqa) à l’étranger au profit des enfants et de la famille, et la protection des travailleurs des risques professionnels.
Le Conseil des ministres, présidé, mercredi à Rabat, par le Roi Mohammed VI a été marqué par la présentation du ministre de l’Intérieur d’un exposé portant sur les mesures élaborées concernant l’organisation de la communauté juive marocaine.Ces mesures tirent leur fondement de la charge suprême qui incombe au Roi en sa qualité d’Amir Al-Mouminine et garant du libre exercice des cultes pour l’ensemble des Marocains, toutes confessions religieuses confondues, et viennent consacrer l’affluent hébraïque en tant que composante de la culture marocaine riche de ses multiples affluents.
Le dispositif soumis à la haute appréciation du Souverain élaboré au terme de larges consultations avec les représentants de la communauté juive et des personnalités y appartenant, comprend la mise en place de trois instances. Il s’agit du Conseil national de la communauté juive marocaine qui veille à la gestion des affaires de la communauté et la sauvegarde du patrimoine et du rayonnement culturel et cultuel du judaïsme et de ses valeurs marocaines authentiques.
Des comités régionaux, issus du Conseil, seront chargés de gérer les questions et les affaires quotidiennes des membres de la communauté.
La deuxième instance concerne la Commission des Juifs marocains de l’étranger, qui œuvre à consolider les liens des juifs marocains établis à l’étranger avec leur pays d’origine, à renforcer leur rayonnement cultuel et culturel et à défendre les intérêts suprêmes du Royaume.
Quant à la troisième instance, elle consiste en la Fondation du judaïsme marocain, qui a pour missions de promouvoir et veiller au patrimoine immatériel judéo-marocain, de sauvegarder ses traditions et de préserver ses spécificités.
